Mayor Sarno Announces Bokul Bhuiya as New SPA Executive Director

Springfield, MA – Mayor Domenic J. Sarno announced today that he is recommending Bokul Bhuiya, Comptroller and Chief Procurement Officer for the Springfield Parking Authority (SPA), to serve as the new Executive Director for the SPA, subject to the approval from the SPA’s Board of Directors.  Bokul replaces outgoing Executive Director Attorney Tom Moore who has now become the City of Springfield’s new Director of Recovery and Business Continuity.

Bokul brings over twenty years of experience at executive levels, both in the private and public sectors. He began his career in the hospitality and financial sectors, then transitioned to the public and municipal sectors, which enabled him to hone his skills in analyzing, strategizing and implementing successful transformations of various organizations. He is well-versed in public administration & procurement, debt restructuring & consolidation, operations, and other financial business processes.

Mayor Sarno states, “Bokul is well positioned and well versed to take the reins of our SPA.  This is a natural progression and he has worked very well with Attorney Moore, and our SPA Board led by Chairman Tom Lott.  I know he will do a fine job.”

“I am grateful and honored by this appointment. I would like to thank Mayor Sarno for his trust and confidence in me,” said Bokul.  “The Springfield Parking Authority has some challenges ahead, but I am excited and look forward to closely working with the Mayor, Chairman Tom Lott and the SPA Board of Directors, City’s Chief Economic Development Officer, Tim Sheehan, CAFO, TJ Plante, and others to overcome those challenges and position the Authority on a successful path.”

SPA Board Chair Tom Lott stated, “Bokul is an excellent choice for the position of Executive Director of the Springfield Parking Authority.  He is familiar with the SPA operations and has proven himself and is an excellent leader who has the full support of the staff and the Board.”

Bokul has been with the Springfield Parking Authority since 2008, working as the Comptroller, Interim Executive Director and then returned to his previous role as the Comptroller and Chief Procurement Officer. One of the notable accomplishments while at the SPA was the re-structuring of the Authority’s existing debt from garage constructions, and then eventually retiring all debt.

Bokul has a Bachelor’s Degree in Accounting from Indiana University of Pennsylvania.
